银川湿地恢复与重建应注意的问题

区域生态系统的安全是保证区域经济社会与环境协调发展的基础,是实现小康社会战略目标的前提。区域生态安全维护的前提之一就是要保证生态系统功能正常运转所必需的生态用水。针对银川市目前农业用水量占95%以上,加上工业用水与生活用水,真正用作维持生态系统功能正常运转的生态用水不足1%的水资源配置格局,提出选择生态服务功能最为强大、水源涵养功能较为突出的湿地生态系统进行恢复与重建。结合当地实际,就银川市湿地恢复与重建工作,从技术体系、管理体制、政策设计等方面提出了切实可行的对策、措施与建议。
