水资源保护概况

广义上的水资源保护包括水量保护和水质保护两个方面的内容 ,阐述了其目的是通过行政、工程、法律、科技、经济等手段合理开发、管理和利用水资源 ,保护水资源的质量和水量供应 ,防止水污染、水源枯竭、水流阻塞和水土流失 ,满足社会经济可持续发展对水资源的需求。从全球水资源简况 ,国外水资源保护管理的历史沿革和发展趋势 ,我国水资源保护管理现状与演化过程及发展趋势 ,现有水资源保护管理体制存在的主要问题这四个方面简介水资源保护的概况。

General Situation of Water Resources Protection

In a broad sense, water resources protection includes the protection of water quantity and water quality, the aims of which are to develop, manage, and utilize water resources by administrative, engineering, juridical, scientific, and economic means, to protect water quality and guarantee water supply, to prevent water pollution, water sources depletion, and water soil losses, and thus to meet the needs of sustainable development of the national economy for water resources. The general situation of water resources protection is introduced based on a survey of global water resources, development and revolution of water resources management at home and aboard, and the main problems in current management organizations of water resources.
