对普通党员发挥先进性作用情况的调查与思考

基层党组织凝聚力、战斗力的强弱与普通党员作用发挥的好坏是相辅相成的。当前，影响普通党员发挥作用的原因，既有领导、单位、支部的因素，也有党员自身的因素，要充分发挥普通党员的作用，一是要创造良好的外部条件；二是要激发他们的内在动力；三是要明确在哪些方面发挥作用；四是要建立考核、约束机制；五是要保证普通党员权利和义务相统一。
