在企业生产过程中，安全意识淡薄、超赶工期、机械设备操作不规范、没有按规定使用安全劳动保护用品、施工现场没有配备足够的消防应急救援设备、安全生产责任制没有得到有效落实，都易造成安全事故。分层进行安全培训是预防安全事故发生的有效途径。领导层培训要重在深化认识、更新理念；管理层培训要重在安全职责、风险控制和管理制度的培训，提高管理能力；操作层培训要重在岗位危害识别、风险评估和操作技能的培训，突出操作技能和执行力。

I n the process of enterprise production, there are some problems of weak safety awareness, faster con- struction period than expected, irregular mechanical equipment operation, not following the rule in using safety labor protection appliances, insufficient emergency response equipments for fire protection in job site and unworkable sys- tem of responsibility in safe production, which are likely to cause safety accidents. Hierarchical safety training is an effective way to prevent such accidents. Training of leadership should focus on deepening the understanding and re- newing the idea; training of management level, on safety duty, risk control and management system and training of operators, on job hazard identification, risk assessment and operating skill, especially on executive ability.
