| 摘 要： | 非洲是经济不发达地区，其电信业整体发展水平相对落后。非洲国家之间的电信业发展不平衡，城乡之间存在数字鸿沟，固定电话与移动电话的发展差距很大。分析了非洲电信业发展现状及特征、市场竞争与开放格局、人力资源状况，剖析了非洲电信业进一步发展面临的难题。
