上海市中心城现状发展评价及规划策略探讨

中心城作为上海“四个中心”建设的核心功能区，是上海建设全球城市的核心区域。通过对上海市中心城规划初期数据、现状数据及总规数据比较研究，对总体规划实施情况进行总体评估，针对中心城所面临的向外蔓延态势没有得到控制、功能能级和空间品质以及城市魅力有待继续提升、城市居民出行效率有待提高等问题，提出了建设中央活动区，贯彻落实“双增双减”方针，进行城市更新引导，推行公交优先政策，提升空间品质等建议。

Discussion on the Status Development Evaluation and Planning Strategy Research for the Central City of Shanghai

The central city of Shanghai is the key area of Shanghai’s construction of four-center, which is the main function area of Shanghai global city. The article compares the data of plan, evaluates the implementation of old Shanghai master plan, summarizes the main problems in the central city of Shanghai, including urban sprawl, large population and too much construction, weak function, low space quality, not enough public facilities, low efficiency of traffic and so on. Based on the problems, the article gives some suggestions, including construction of Central Activity Zone, double increase and double decrease, classification of renovation policies, public transportation orientation, improving space quality, etc.
