水利水电工程初步设计成果质量评定方法研究

针对水利水电工程的特点进行水利水电工程初步设计成果质量评定,在建设部《工程设计文件质量特性和质量评定指南》的基础上,首次概括提出了"安全性、功能性、经济性、可靠性和时间性"5个水利水电设计成果质量特性和概念。通过给出的水利水电工程初步设计质量的评定方法和评定指标,利用层次分析法确定定量评定法中专业的权重,初步分析和总结了水利水电工程初步设计质量评定中的常见问题。研究成果为水利水电工程设计成果的评定提供参考。

Study on quality evaluation method for preliminary design of water resources and hydropower project

Aiming at the characteristics of water resources project，the five characteristics and concepts of the quality of the design of the water resources and hydropower project，i.e. safety，functionality，economy，reliability and timeliness are initially and synoptically proposed for the quality evaluation of the preliminary design of water resources and hydropower project on the basis of the“ Guide on Engineering Design Document Quality Characteristics and Quality Evaluation” published by the Ministry of Housing and Urban-Rural Development，PRC. In accordance with the evaluation methods and evaluation indexes for the quality of the preliminary design of water resources and hydropower project given herein，the common problems existing in the quality evaluation of the preliminary design are preliminarily analyzed and summarized by determining the weight of the professions listed in the relevant quantitative evaluation method with the analytic hierarchy process（AHP）. The study result can provide reference for the evaluation of the design of water resources and hydropower project concerned.
