南水北调济平干渠工程建设与环境协调工作思考

南水北调济平干渠工程是国务院确定的南水北调2002年12月底首批开工项目,也是山东南水北调建设管理机构尚未成立时开工的第一个工程,还是山东省水利厅直接作为项目法人负责工程建设的首个项目。由于该工程的许多特殊性和国家近期土地等政策因素影响,使得工程建设出现了很多新情况和困难,但即便如此,该工程仍按期建成通水。结合工程建设模式和主要措施,对工程建设中的建管机构、建管机制、征地迁占等问题进行了讨论。

Consideration on the Construction and Circumstance Coordinating Work of Jiping Canal of the South-to-North Water Diversion Project

Jiping Canal Project of South-to-North Water Diversion Project began to be constructed on December 27,2002,which is one of the first start working projects determined by the State Council.The project is also the first project constructed by the water conservancy bureau of Shandong Province as the project corporate body before the special construction and management administration founded.Because of the particularities and current land policies etc,the project construction met a lot of difficulties,but the project was put into use on schedule.Combined the construction pattern and main strategies of the project,some concerned problems such as construction administration founding,construction mechanism,land expropriation etc,were discussed.
