| 摘 要： | 天生桥二级水电站是跨越我国经济体制改革阶段的大型水电站工程，随着改革和经济的不断发展，国家要求加快工程建设步伐，根据电力部“电水规（1996）260号”文的批复，要求1999年底天生桥二级水电站全部竣工。为此，设计对本工程的施工组织进行了深入研究，鉴于Ⅲ号引水隧洞施工的复杂性（复杂的地质条件和不利的施工条件），并采用系统工程方法（网络计划技术）分析论证施工进度，其研究成果指导了工程按预定目标顺利施工。
