| 摘 要： | 高产高效矿(井)建设是中国煤炭工业的发展方向,在全面贯彻落实科学发展观的今天,将环境保护的主要指标纳入高产高效矿(井)考核验收标准之中有着十分重要的现实意义,将对推动煤炭工业走新型工业化道路,实现增产、增效、不增污,走可持续发展道路有着巨大的促进作用。现从五大块分定性和定量两个方面共计提出34条环保考核指标,这些指标能比较全面的衡量高产高效矿(井)经济发展与环境保护相协调问题,从根本上衡量煤矿高产高效与高收益相一致的情况。

| Abstract: | It is the direction of China's coal industry to build high output and high profits coal mine. And however, it is of significance to take environmental protection quotas into consideration during acceptance checking to the mine. By doing so, coal industry will follow right way of increasing output and profits but pollution, realizing sustainable development. In this paper, 34 environmental protection quotas are both quantitatively and qualitatively summarized which consider the harmonious development of economy and environmental protection in an all-round way. |
