高比例可再生能源电力系统的黑启动服务定价方法

摘    要:高比例可再生能源电力系统具有较高的大停电风险,有必要提出公平、公正的黑启动服务定价方法来激励电厂提供优质黑启动服务。首先,基于部分新能源电厂已具备黑启动能力这一事实,探讨了将新能源电厂纳入统一的黑启动服务定价中的可行性;其次,综合考虑影响电源黑启动价值的各个因素,提出较为公平、完备的黑启动价值评估函数,进而得到了适用于各类黑启动电源的黑启动服务两部制定价方法;最后,通过对比不同电源的黑启动服务费,剖析了定价结果的实际涵义,并简要分析了该定价方法的激励作用。所提方法可使中国现行的黑启动服务定价方法变得更加精细、有据、全面。

Abstract:Since a power system with high proportion of renewable energy has higher risk of blackout, it is necessary to put forward a fair and just pricing method for black-start service, to motivate power plants to provide high-quality black-start service. Firstly, based on the fact that some new energy power plants already have black-start capability, the feasibility of incorporating new energy power plants into the uniform pricing of black-start service is discussed. Secondly, by considering each factor that affects the black-start value of the power source, a relatively fair and complete evaluation function of black-start value is given. Thirdly, a two-part pricing method for black-start service of various types of black-start power sources is obtained. Finally, the connotation of pricing results is analyzed by comparing the black-start service costs of different power sources, and the incentive effect of the pricing method is simply demonstrated. The method proposed is helpful to make current black-start service pricing method in China more precise, evidence-based and comprehensive.
