化妆品的定义和命名简析

摘    要:为进一步规范化妆品管理,从化妆品的使用方式、使用形式、使用部位、使用目的等方面综合分析了化妆品的定义,指出哪些产品不属于化妆品,并阐述了化妆品的命名的基本要求。最后指出,应基于命名和标签综合判断产品是否属于化妆品。建议法规完善化妆品的标签内容,以产品不误导消费者为主,同时企业应增强民族品牌意识,共同规范化妆品市场。

Abstract:To further standardize the management of the cosmetics, the de?nition of cosmetics was comprehensively analyzed in terms of use mode, use form, use locations and use purpose, the products do not belong to cosmetics were pointed out, and the basic requirements for the naming of cosmetics were described. Finally, it was pointed out that the product should be based on the naming and labeling to determine whether it belongs to cosmetic or not. It is recommended that laws and regulations should improve the requirements for labeling content of cosmetics so that the products would not mislead consumers. At the same time, enterprises should increase awareness of national brands and jointly regulate the cosmetics market.
