北京经济技术开发区路东区水土保持规划探讨

2010年修订后的《中华人民共和国水土保持法》强化了水土保持规划的法律地位。为进一步做好城市水土保持规划工作．北京经济技术开发区路东区率先开展了城市水土保持规划工作。系统地分析了路东区水土流失的现状、特点及对城市化本身所造成的危害。在此基础上，以《亦庄新城总体规划》《北京经济技术开发区水资源综合规划》及《亦庄新城防洪规划》等为依据，有针对性地探讨了路东区水土保持规划内容．从水土流失治理、预防监督与监测角度出发，采用土方平衡调配、雨水收集与利用及植物措施配置等多种水土保持措施优化配置。综合规划、提出了具有北京经济技术开发区特色的城市水土保持规划模式．以期为其他城市的水土保持规划提供可以借鉴的经验。

Discuss on the planning of soil and water conservation in Ludong area of Beijing economic and technological development district

The revised 〈Law of the People＇s Republic of China on Soil and Water Conservation〉 improved the regulation status of soil and water conservation planning. In order to accomplish the task of soil and water conservation in Beijing, urban soil and water conservation planning is firstly conducted in Ludong area of Beijing economic and technological development district. The article systematically analyses the soil and water loss characteristics in Ludong area and its damages to the city. Based on this, the article discussed the con- tents of soil and water conservation planning in Ludong area according to 〈Overall Plan of Yizhuang New Town〉〈 Water Resources Planning in Beijing Economic and Technological Development District 〉〈 Flood control plan in Yizhuang new town 〉. With the calculation of earthwork balance, rainwater collection and uti- lization, vegetation measurement, and many other optimal allocation measurements of water conservation, the article also proposed an urban water conservation planning model withspeeial characteristics in Beijing Eco- nomic and technology development district from the perspective of soil and water loss prevention, supervision and monitoring, in order to provide the experiences of soil and water conservation planning to other cities.
