摘    要:基于小区负荷S形发展曲线,把中压配电网规划问题分成2种维度:基于时间维度的配电网衍生规划和基于空间维度的配电网扩张规划.扩张规划服从于城市用地规划.在衍生规划中,把中压配电网接线模式划分成结构元,突破了着眼于线路的规划思路,将在待选线路中寻优转变为在待选结构元集合中选优;提出由经济性、可靠性、供电能力、安全性和衍生能力等构成的结构元指标体系;在结构元选择过程中,考虑了负荷动态增长,采用模糊综合评价方法,解决了结构元的经验指标和计算指标的综合评价问题,使中压配电网规划更加全面、合理和具有前瞻性.算例验证了文中所提出的模型和方法的有效性.

Abstract:According to the S-curve of small area load, the planning of medium-voltage distribution systems can be divided into two kinds, viz. the expansion planning in time dimension and the derivation planning in space dimension. The former is subjected to urban land planning. In the derivation planning, the connection-modes are separated into configuration-units, breaking through the line of thought of making the distribution systems planning merely with an eye to power lines, while changing the optimization in power lines into selection in the conflguration-units. A configuration-units evaluation system consisting of economic profit, reliability, supply capability, security and derivative ability is then proposed. Fuzzy comprehensive evaluation is adopted to select the connection modes by taking into account the increase of load, thus realizing the configuration-unit evaluation with the experiential index and the calculative index. The effectiveness of the model and method proposed is verified with a case simulation.
