“源-储-荷”多运行域协调控制提升清洁能源消纳能力策略

摘    要:清洁能源发电具有随机性和波动性,为保证电网安全稳定运行,必须提高电网的灵活调节能力,从而提高清洁能源的消纳能力。文中通过研究电网调峰裕度、多源调节极限与弃风、限核、弃光之间的关系,以减少电网弃风、弃光电量为目标,提出一种电网多源多运行域协调调度策略,将电池储能和电储热控制纳入AGC控制系统中,针对电网不同运行时段,采用不同控制策略,最大化提高电网灵活调节能力。通过3个典型运行日的实际数据,给出了不同控制域的电网调峰具体措施,验证了电储热和电池储能对提升清洁能源消纳的作用。此外,多源多运行域协调控制策略在电网连续5年的实际运行结果表明,辽宁电网的弃风率得到持续下降,从2016年的13%下降至如今连续3年年弃风率不足1%,所提控制策略对电网提升消纳清洁能源的能力效果显著。

Abstract:Clean energy power generation has randomness and volatility. In order to ensure the safe and stable operation of power grid, it is necessary to improve the flexible regulation ability of power grid, so as to improve the consumption ability of clean energy. This paper studies the relationship between power grid peak shaving margin, multi-source regulation limit and abandoning wind, nuclear and solar. A coordinated dispatching strategy for power grids with multiple sources and multiple operating domains is proposed. This strategy incorporates battery energy storage and electric heat storage control into the AGC control system. The power grid adopts different control strategies in different operation periods, so as to maximize the flexible regulation capacity. Based on the actual data of 3 typical operating days, this paper gives specific measures for power grid peak shaving in different control domains. The numerical results verify the role of electric heat storage and battery energy storage in improving clean energy consumption. In addition, the actual operation results of this strategy in the power grid for 5 consecutive years show that the wind abandonment rate of the Liaoning power grid has been continuously reduced. The wind abandonment rate has dropped from 13% in 2016 to less than 1% for recent 3 consecutive years. The proposed control strategy has a significant effect on improving the power grid"s ability to absorb clean energy.
