电力市场环境下输电网混合性规划模型

摘    要:随着中国电力市场的发展与完善以及电网新技术的采用,电网规划尤其是输电网规划面临着新问题和新挑战。为了应对上述情况,文中在确定性规划准则和概率性规划准则的基础上,提出了一个在电力市场环境下应用于输电网中长期规划的多场景混合性规划模型。该模型整合了确定性规划准则和概率性规划准则的相关约束和参数,包括:柔性约束、投资费用、电力供应、购电费用、时间成本、故障发生概率、可靠性成本、期望缺供电量(EENS)以及缺电时间期望(LOLE)等。同时,通过定义多个场景来模拟电力系统的负荷水平,并考虑电力市场的因素,将输电网规划问题转为混合整数线性规划问题,通过直流潮流模型和商业优化软件CPLEX,寻找输电网最优规划方案。最后,通过与传统规划模型的对比和实际电网算例,验证了该模型的有效性、灵活性和经济性。

Abstract:Along with the development and perfection of Chinese power market and the new technology, the power grid planning, especially the transmission system planning, is facing new problems and challenges. For the above situation, this paper proposes a hybrid criterion planning model for medium-term and long-term multi-scenario transmission system planning based on the deterministic criterion and the probabilistic criterion under the electricity market. The model combines the constraints and parameters of both deterministic and probabilistic criterions, including flexible constraints, investment cost, power supply, demand bids, time cost, probability of contingencies, value of customer reliability(VCR), loss of load expectation(LOLE), and expected energy not served(EENS). Meanwhile, a number of scenarios are defined to simulate the load level of the power system. The transmission system planning problem is transformed into a mixed-integer linear programming problem to seek the optimal planning scheme by using the DC-power flow equations and the commercial solver CPLEX. Through the comparison between the proposed model and the conventional planning models, test results of actual cases of study in the power grid show the flexibility, the effectiveness and the economy of the model proposed.
