摘    要:本文介绍了基于双闭环技术的实时汛情监视系统的技术原理、功能结构和实现方法,结合黑龙江省防汛指挥决策支持系统的研发实践.提出了扩展的双闭环技术方案。基于WebGIS平台,将堤防、水坝的工情安全评估功能嵌入实时汛情监视系统,在确保系统实时、可靠、易用等特点的同时,有效地增强了基于专业模型的系统实时监视、实时分析和实时预警能力,扩充了实时汛情监视系统的功能,提高了系统的实用性。

Abstract:The paper presents the principles, functions and implementation methods of the real time flood monitoring system based on the technique of double close-loop control. In the practices of developing the Heilongjiang provincial flood control decision-making support system, a technical scheme of expanded double close-loop control is introduced. Based on this scheme, the functions of safety assessment for dams and dikes can be embedded into the real time flood monitoring system with an integrated GIS environment. The capability and practicability of real time monitoring, real time analysis and real time warning of the system is greatly enhanced, while the characters of real time, reliable and easy use are still ensured.
