| 摘 要： | 分析了有序用电对解决我国冬季用电紧缺和电力工业发展中的相关问题的作用,基于我国实际情况对有序用电的发展阶段进行了划分;论述了市场失灵情况下,有序用电保证电力系统的安全运行,改善资源配置效率,提高社会福利的经济学原理;提出了我国现阶段应以行政手段为主、经济手段为辅开展有序用电工作,并结合我国以前有序用电工作的经验和现在的新形势提出了9条具体建议,最后对未来的有序用电工作进行了展望。

| Abstract: | The article analyzes the roles of orderly .use of electricity to solve the power shortage in winter in China and the related issues of the electric power industry development. Based on the actual situations of China＇s electricity, development-stage of orderly power use is divided, The article discusses the economics principles of orderly power use to ensure the electric power system operation safety, to improve the efficiency of resource allocation and improve the social welfare in the case of market failure. At the present stage, administrative measures should be the main functions and economic means is supplemented. Combined with the past experience of orderly power use and present new status, the article puts forward detailed proposals and the future work prospects. |
