| 摘 要： | 在2010年前实现高等教育大众化是我国政府的既定目标。在国家教育投资长期投入不足及近期不可能力大增加的情况下，要确保这一目标的实现，优先能采取的举措当然是充分利用现有的教育资源和教育形式，优化教育资源的利用。高等职业教育作为高等教育的一种创新形式，是职业教育体系中的高等教育层次，我国已以法律的形式作出了明确规定。发展高等职业教育意义重大，适应了我国经济发展对高层次应用型人才的需要，是加快高等教育大众化进程的最佳选择。

| Abstract: | To realize popularizing higher education by the end of 2010 is a set goal of our government Facing with the situation of the lacking of investment, what we should do is to fully utilize and make good use of the teaching resources to ensure the realization of the goal. As an innovative form of higher education, higher vocational education is guaranteed by the law. To develop the higher vocational education is of great significance, it not only can meet with the urgent requirements of high level applied intellectuals, but also the best choice of advancing the course of popularizing higher education. |
