构皮滩水电站移民投资概算调整分析

水电工程移民补偿投资概算调整是妥善解决新老移民政策的衔接过渡问题,切实保障移民合法权益的必要措施。针对贵州乌江干流构皮滩水电站可研阶段移民投资概算方案,提出了移民投资概算调整的基本原则和程序,建立了概算调整标准,编制了概算调整方案,分析了导致移民投资概算调整的政策因素、价格因素和规划方案变更因素。研究结果表明,构皮滩水电站移民投资概算调整后总投资与可研审定投资相比,增幅110.20%;移民投资增加的主要原因是政策调整、价格调整和设计方案调整,其中因政策调整增加的投资占所增加投资总额的61%。研究结果可为编制乌江流域乃至西南地区水电站移民投资概算调整方案提供技术标准及可供借鉴的实践经验。

Analysis of Immigrant Investment Budget Adjustment in Goupitan Hydropower Station

The hydropower project resettlement compensation investment budget adjustment is a linking transition issue for properly resolving old and new immigration policies,and necessary measure to effectively protect the legitimate rights of migrants.The power proposes basic principles and procedures of immigration investment budget adjustment aiming at immigration investment budget scheme of Guizhou Wujiang Branch Goupitan Hydropower Station in feasibility study stage,budget adjustment standards are established,budget adjustment programs are prepared,the policy factors,price factors,change factors in planning program are deeply analyzed.The results show that the total investment of migration investment budget adjustment in Goupitan Hydropower Station is compared with the validation investment in feasibility study,the increase is 110.20%,the main causes of migrant investment increase are mainly policy adjustment,price adjustments and design program adjustment,wherein the investment increased due to policy adjustment accounts for 61% of the total investment in the increase.The study results can provide technical standards and the practical experience as reference for preparing migration investment budget adjustment scheme of hydropower stations in Wujiang River Basin as well as the southwestern region.
