资源型区域产业结构分析及调整对策研究

在高度集中的计划经济体制下，受国家地域职能分工的影响，资源型区域一般是以资源开发和初级原材料加工产业为主，产业结构单一，整体的系统性较差。随着国际环境和市场环境的变化，这种依托资源开采、经济结构单一的传统工业化战略受到了很大的挑战和冲击。本文以新疆克拉玛依市石油经济转型为例，在分析克拉玛依市产业结构的基础上，认为克拉玛依市产业结构调整的重点应该放在大农业的开发上，并提出了产业结构调整的相应具体措施，谋求资源型区域的可持续性发展。

The Analysis of Industrial Strategy and Adjustment Structure in Resource Area

In highly centralized planned economy, resource area was developed mainly by means of resource exploitation and raw materials process industry under the consideration of regional division of function, which resulted in simple industrial structure and poor systemic integration. With the changing international environment and market environment, the traditional industrial strategy of resource exploitation and simple economic structure is greatly challenged. Take the transformation of petroleum economy in Kelamay city of Xinjiang as an example, the industrial structure of Kelamay is analyzed, as a result, the development of grand agriculture is considered to be the focus. Moreover, a series of specific measures of industrial structure adjustment are proposed to achieve the sustainable development in resource areas.
