| 摘 要： | 分析了当前形势下电力通信网建设与电网建设的差异，提出了“以规划为龙头、以科研为手段、以电网安全运行为目的”的通信网建设策略，并运用该方法组织建设了华中光纤通信网及华中电力调度交换网，达到了科研促进通信网发展的目的。
