| 摘 要： | “基层防汛体系”包括有防汛防台任务的乡镇（街道）、村（社区）及其区域内企事业单位的防汛组织体系、预案体系、监测预警体系、应急救援保障体系、群测群防体系等非工程防汛体系.在调研分析的基础上,认为婺城区基层防汛体系建设应从防汛组织、责任制、预案、监测预警、防汛物资储备、抢险救灾队伍、培训和宣传等方面进行. |

| Abstract: | The report deals with the flood control system in Wucheng grass-roots concerning organization system, emergency responding plan, monitoring system, rescuing process and so on. It is suggested that the construction of flood control system in Wucheng grass-roots should be improved in flood control organization, responding plan frame, monitoring and emergency warming, materials reservation, as well as personnel training. |
