招标选择建设监理单位的评标方法

为了促进工程建设监理制的健康发展,建设部和国家工商行政管理局于１９９５年９月颁发了《工程建设监理合同》示范文本,并于同年１２月建设部和国家计委颁发了《工程建设监理规定》。这两个法规文件的颁布,标志着我国的建设监理制由试行阶段转入全面推行阶段。为了适应市场经济的转轨,规范选择监理单位的行为,《工程建设监理规定》中明确指出,“项目法人一般通过招标投标方式择优选定监理单位”。

A trial version "Engineering construction Supervising Contract" was issued by Ministry ofUrban and Rural Construction and State Administration for 1ndustry and Commerce in Sept, 1995, and "En-gineering Construction Supervision Stipulation "was issued by the said Ministry and State Planning Commit-tee in Dec. of the same year for promoting healthy development of Engineering construction SupervisingSystem. The issue of these two legislation documents marks that the construction supervision system hasbeen shifted from a trial imptementation stage to an overall pursuable stage in China. "Engineering Con -struction Supervising Stipulation" points out clearly that "A supervising unit shall be generally selectedthrough optimizing by means of bidding by the project legal person" so as to adapt to market economic re-structuring and standardize actions of selecting supervising unit.
