江西省突发环境事件应急体系建设研究

近年来频发的突发性环境污染事件对环境应急管理工作提出了新的要求，构建全方位的突发性环境事件应急体系迫在眉睫。本文研究从组织管理体系、预防预警体系、应急响应体系、保障体系等“四大体系”构建全方位的突发性环境事件应急体系，实现“事前预防、应急准备、应急响应、事后管理”的环境应急全过程管理。该体系的建设为全省生态环境安全提供了有力保障。

Research on the EmergencySystem Construction of Environmental Emergencies in Jiangxi Province

Recently the sudden environmental pollution event frequently occurred ,which put forward new demands to envi- ronmental emergency management. This study showed that the comprehensive emergency system establishment of environmental emergencies was constructed through the following four systems, including organization management system, preven- tion and pre- warning system,emergency response system and guarantee system, to realize the management of overall process environmental emergency, which including beforehand prevention, emergency preparation, emergency response and post management, and to ensure the ecological environment security of the whole province.
