对国企经营者腐败问题的经济学思考

国企经营者腐败,是一种复杂的经济现象。国企经营者腐败具有模糊性、隐蔽性、多样性、不对称性等特点。腐败是"经济人"的自私性和理智性、计划经济与市场经济的强烈反差、国有企业产权机制缺陷、经营者报酬不合理等内外因素共同作用的结果。建立完善的社会主义市场经济,加快现代企业制度建设,建立健全法治,调整企业经营者报酬,强化企业内外的监督机制等,是治理腐败的有效办法。
