浅析土地整理投资机制的重建与优化

国家“十一五”规划中提出了确保耕地1.2亿hm2的约束性指标，这就要求在实行最严格的耕地保护制度控制耕地减少的同时，大力推进土地整理，加大补充耕地的力度。土地整理投资机制主要应包括投资主体、资金来源、资金运作机制、收益分配机制、资金监管机制等几方面的内容。遵循“取之于土，用之于土”、“谁投资，谁受益”、“管用分离”、“拓宽资金来源渠道”、“因地制宜”五个基本原则，需要在资金投入机制、资金运作机制、收益分配机制、资金监管机制4方面进行土地整理投资机制的重建与优化。

STUDY ON RECONSTRUCTION AND OPITIMIZATION OF LAND CONSOLIDATION INVESTMENT MECHANISM

The national “11thFive Years Plan” presents an infrangible index to keep 120 million hm2 of plowlands, which demands a most strict plowland protective system to control the plowland reduction, an augment of plowlands and land consolidation. The investment of land consolidation includes four aspects such as investment owner, fund source, fund operation and profit distribution based on five basic principles: “taken from land and used for land”, “who pays, who earns”, “management out of utilization”, “multiple fund source channels” and “local adaption”, which needs a reconstruction and optimization in fund investment mechanism, fund operation mechanism, profit distribution mechanism and fund supervision mechanism.
