南方水资源管理问题的讨论

南方地区水资源管理面临最突出的问题是水污染引起的水质性缺水和季节性缺水，与北方和发达国家用水指标比较，用水效率也不高，水资源开发和利用率还在增加。水质性缺水是经济发达地区最主要的问题，季节性或者说工程型缺水是南方山区、丘陵区和农业区主要的水资源问题。南方水资源只是相对丰富，实行严格的水资源管理的任务依然繁重，如果措施得当，南方总用水量会在未来10年趋于稳定，缺水和水环境状况会得到明显改善。

The most serious problem in water resources management of the south of China is water quality-induced water shortage and seasonal water shortage caused by water pollution. Compare to the water index in the North of China or developed country, water use efficiency is low in the south of China, where the water resources exploitation and utilization ratio is still increasing. The key problem in the developed area is water quality-induced water shortage, with the seasonal water shortage, also called engineering-caused water shortage, is the key water problem in the mountain area, hill region and agriculture area. Strict water resources management must be carried on in the south of China, for water resource in this region is not abundant enough. With some suitable methods, the total water consumption in the south of China in the next 10 years will become stable, and the water shortage and water environment situation will be improved obviously.
