摘    要:摘要: 在输电网管理中,交易裁减是实现阻塞消除的最后一道防线。采用何种交易裁减模型来实现最少的交易裁减和公平的交易裁减已成为交易裁减问题研究的关键。针对NERC交易裁减模型的缺点,文中建立起交易裁减的模糊集合,用隶属度来表征交易属于裁减集合的程度。并在此基础上引入线路功率的模糊约束,提出了双边交易裁减的模糊优化模型,通过极大熵方法实现了模糊优化问题的简便而快速的求解。算例结果表明,交易裁减的模糊集合可以有效减缓阻塞线路的传输分配系数的计算误差对交易裁减的影响,减少交易者博弈行为的发生概率,从而构造出更合理的交易裁减集合;在输电网运行的允许范围内,模糊优化模型实现了比非模糊优化模型更少的交易裁减量,为阻塞情况下电力市场的经济运营提供了一种更合理的双边交易裁减模型。

Abstract:In transmission management, transaction curtailment is the last resort for relieving congestion to maintain system reliability. It is key that which curtailment model is adopted to achieve minimum curtailment and equitable curtailment in the transaction curtailment problem. To overcome the shortcomings of NERC curtailment model, this paper defines a fuzzy set of the curtailed transactions, and describes the degree of transactions subjected to the curtailment set by the membership function. On the basis of this set, the fuzzy constrains of the line flows are introduced and further the fuzzy optimization model for bilateral transaction curtailment is presented. The fuzzy optimization is solved fast and simply using the maximum entropy method. Test results illustrate that the fuzzy set of the curtailed transactions decreases the impact of the inaccurate characteristic of PTDF on transaction curtailment, and reduces game opportunity of traders. In addition, the fuzzy optimization model implements much less curtailed amount than the non fuzzy model when small violations of the operational limits are allowed. Thus the curtailment model based on fuzzy theory provides more reasonable model for transaction curtailment for the economic operation of the power market under transmission congestion conditions.
