该文研究了电力市场的输电定价与输电线路的扩建规划。输电系统是联系发电与用电的桥梁，输电市场模式以及输电定价是电力市场的重要组成部分。合理的输电价格将提供正确的经济信号促使输电资源的优化使用，并促进输电系统的良性发展。由于输电线路具有典型的规模经济效应，所以输电线路呈现垄断的经济特性，必须加以管制。输电定价可分为输电线路定价和输电费用分摊两个层次的问题，为了提供最优的价格信号，建议输电线路采用边际成本进行定价，用周转基金法进行收益调节，周转基金将同时为线路扩建提供正确的信号。

POWER MARKET TRANSMISSION PRICING

This paper aims to discuss power market transmission pricing and transmission line extending plan.Due to transmission system links generation and load, the transmission market mode and its pricing are important issues of the power market. Proper transmission price will provide correct economic signals to make transmission resources optimally be used, and promote transmission system to develop rationally. Since transmission system appears typical scale economy characteristics, it owns monopoly power,therefore transmission system pricing must be regulated.Generally transmission pricing can be viewed as a two-level issue, the upper level is the issue of pricing a certain transmission line, and the lower level is the issue of allocating transmission fee among the market members. In order to provide optimal price signals, transmission line is proposed to be priced according to its marginal costs, and its revenue be reconciled by revolving fund method. The revolving fund will also provide correct signal for transmission line extending.
