水库管理信息化中工程安全管理体系设计与实现

针对我国部分中小型水库的安全状况，提出需建设一种集安全监测、超限预警、巡视检查和应急响应等功能于一体的水库安全管理体系。在分析水库大坝所存在的安全问题基础上，介绍了水库安全管理体系的构建原则、体系架构和建设内容，并阐述了体系建设过程中涉及的一系列技术问题，如安全监测技术、资料整编分析技术、计算机网络及软件技术等。该体系的建成使用可为水库大坝的安全运行提供有效支撑。

Design and implementation of engineering safety management system in reservoir management informatization

Aiming at the safety condition of partial middle and small reservoirs in China, a new reservoir safety management system is proposed, which integrates the safety monitoring, overrun warning, perambulation inspection and emergency response. On the basis of analyzing the existing problems of reservoir management, the construction principle, system frame and construction content are introduced, as well as the technical problems involved in construction process such as safety monitoring technology, data compilation and analysis, computer network and software. The completion and application of this system can provide effective protection for dam safety operation.
