南水北调丹江口库区后靠移民可持续发展研究

在回顾了水库移民可持续发展相关研究成果的基础上，通过问卷调查的方式，分析探讨了阻碍丹江口库区后靠移民可持续发展的主要因素，即：人地矛盾突出、移民就业压力大、移民文化水平偏低、移民环保行为滞后于环保意识。针对库区实际情况，提出了应采取实施人口减载、多渠道创造就业机会、提高移民人力资本、完善社会保障体系、确保移民分享工程效益等措施，努力实现库区移民的可持续发展。

Study on sustainable development of nearby resettled immigrants in Danjiangkou Reservoir area of South to North Water Diversion Project

Based on the review of related researches on sustainable development of reservoir immigrants, the major obstacles to the sustainable development of nearby resettled immigrants in Danjiangkou Reservoir area are analyzed by means of questionnaire. It is founded that conflict between immigrants and land, employment pressure, low educational level of immigrants, and the backward environmental protection practice relative to the environmental protection awareness are the major obstacles. In view of the reality in the reservoir area, the countermeasures, including controlling population, creating employment opportunities through various channels, increasing immigrants' human capital, improving social security system, and ensuring the sharing of project benefits among immigrants, are put forward to realize the sustainable development of the immigrants in the reservoir area.
