| 摘 要： | 突发大面积停电影响公共安全，防范和处理不仅是发供电行业专业工作，而且是政府部门必须参加和负责的重要行政事务。政府应动员全社会的有效资源，建立危机应急指挥系统、启动应急预案，发布信息，及时有效处理，最大程度地减少大面积停电造成的影响和损失。
