| 摘 要： | 建立了基于灰色关联法的灌区用水户协会绩效综合评价方法,利用层次分析法(主观赋权法)和熵值法(客观赋权法)相结合确定指标综合权重.运用该方法于湖北省漳河灌区用水户协会绩效评价,根据各农民用水户协会对应各级别关联度的大小将用水户协会划分为"好"、"较好"、"一般"、"较差"、"差"5个等级,结果显示50%左右的农民用水户协会处于"较好"以上级别,可见运行绩效总体偏好;根据灌区农民用水户协会平均评价指标关联度的大小对评价指标进行分类,得到灌区层面上农民用水户协会评价指标的优劣程度,结果显示在协会收支比例、水费收取率、单位面积水稻产量、渠道水利用系数等评价指标取得了较好的成效.

| Abstract: | A method of grey relation analysis of comprehensive evaluation of performance of Water User Association(WUA),in which the comprehensive index weight is determined by the conjunctive use of analytical hierarchy process and information entropy method.This method has been applied to the performance evaluation of WUAs of Zhanghe Irrigation District.According to the grey relation degree of different WUAs,those WUAs are devided into five ranks;that demonstrated the WUAs performance of Zhanghe Irrigation District running well,for 50% of WUAs beyond the rank of "preferable".Mean-while,the average evaluation indexes a calculated and devided into five rank according to their grey relation degrees;which show the performance condition of each evaluation index. |
