This paper is based on the climatic characteristics of the West Qinling Tunnel, In order to ensure the construction in winter, it puts forward concrete measures and programs of construction in many ways sunch as construction preparation, steel works, concrete mixing, transport, pouring and concrete curing. Besides that it also puts forward appropriate preventive meas- ures in the common quality defect of winter construction.
