"数字黄河"工程建设的必要性与可行性

建设“数字黄河”工程是我国水利信息化建设的要求。“数字黄河”工程的实施,将对黄河治理开发与管理的数据资源进行统一规划和建设,使管理与决策能够建立在丰富、全面的信息基础上,增强对流域宏观把握的能力,从而提高管理与决策的时效性和科学性。当前,信息技术飞速发展,黄委的信息化工作虽然已经有了一定的基础,但是应用的广度和深度还很不够,防汛减灾、水土保持、水量调度和工程建设与管理等部门都已在自己的业务工作中明确提出了对这些技术的迫切需求和应用设想。因此,建设“数字黄河”工程是实现黄河治理开发与管理现代化的关键措施和必由之路,不仅十分必要,而且非常迫切。

Necessity and Feasibility for Building "Digital Yellow River" Project

To build "Digital Yellow River" Project is the demand of the times on informationization in water sector in China. The implementation of "Digital Yellow River" Project will conduct integrated planning of data resources, make management and decision-making established on the basis of rich and overall information, strengthen the capability of macro assurance of the basin and increase effectiveness for a given period of time and scientific content of management and decision-making. Currently, information technology develops at full speed. Although YRCC has done some work on informationization, the comprehensive and in-depth application are not enough. The departments of flood control and hazards reduction, soil and water conservation, water regulation and project construction and management all have clearly put forward urgent needs and applied tentative plans on those technology. Therefore, building "Digital Yellow River" Project is the key measure and the only way for achieving the modernization on Yellow River development and management.
