| 摘 要： | 综述世界通信和电力通信发展的新趋势以及世界电信业正在进行的大改革和大改组的新进展 。从中国电力通信的发展和正在起步的通信体制改革的实际出发，结合世界上电信业发展和 改革的经验，分析了中国电力通信发展的现状和问题，提出了迈入21世纪中国电力通信发展 的战略目标和应予关注的问题。

| Abstract: | This paper makes a comprehensive survey of the trends of worldwide telecommunications both for power system and public and the progress of the global telecommunications' reorganization and reform. Based on developments of Chinese power system telecommunications and practice of their reform which has started in China recently, as well as experience of global telecommunications' development, the paper analyzes present situation and problems in Chinese power system telecommunications, raises an idea on strategic object of Chinese power system telecommunications' development towards the 21 century and some problems which should be paid attention to. |
