| Abstract: | Based on outlook of scientific development idea,this article briefly analyzed eleventh five-year plan and look forward to twelve-five plan.Feasibility and urgency of transformation development were described comprehensively in this paper.And pointed out that the circular economy is an effective way for sustainable development. |
