从新疆看我国西部农村的改水防病工程

新疆自然条件恶劣，干旱少雨，饮水难是历史遗留问题，近年来政府多主筹集资金加大对新疆农村改水的投资力度，使农村改水防病工作有了长足进步，综合效益显著，所产生的直接效益已经远远超出了改水工程总投资，随着生活水平的提高，人民群众对改水的需求也在不断提高，不仅要有水喝而且要享有安全饮用水，还要利用水在农村发展多种经济，农村改水工作永无止境，对新疆农村改水与国内外发展水平有世界用水发展趋势进行的比较分析表明，应继续加大对我国西部农村改水工程的投资力度以争取更大经济效益，建议在对西部农村改水工程继续实施政策倾斜的同时努力将农村水厂推向市场。

Looking at Improvement of Drinking Water Supply in Rural Area of Western China from Xinjiang Uygur Autonomous Region

As a part of Western China,Xinjiang Uygur Autonomous Region has made some gratifying achievements in the improvement of drinking water supply in the rural area.The comprehensive benefits is remarkable,till2000the total economy benefit of the improvement of drinking water supply is much larger than the total investment in the improvement of drinking water supply in the rural area in Xinjiang Uygur Autonomous Region.Following the raising of the living standard of farmers and shepherds,the requirement on the water supply is up-grading,so the improvement of drinking water supply in the rural area is with out end.By the comparative analysis on the Xingjiang's achievement with the internal and external development levels and with the development trend of the world water supply,it is shown that more investment should be placed in the improvement of drinking water supply in the rural area of Western China to obtain great economi-cal benefits.Some policies preferring to the improvement of drinking water supply in the rural area are suggested,and the waterworks should be managed following the market mechanism.
