| 摘 要： | 认为我国煤炭矿区总体规划环评在管理上存在严重的职责错位,规划编制及审批内容难以适合形势需要,环评文件编制及审查存在诸多不足,规划环评成果的实施缺乏机制保障,以及规划环评的编制缺乏规范等问题。相应地,提出了通过立法和机构改革理顺规划环评的权责关系,改革规划编制和审批方式,严格矿区规划环评审查管理,建立矿区规划环评实施保障机制,加强评价规范和技术方法研究,以提高规划环评的有效性。
