摘    要:近年来,“弃风”“弃光”问题引起广泛关注,电力系统规划方法亟须做出改进。针对目前电力系统灵活性不能满足新能源消纳需求的情况,在规划模型中设计系统调峰能力约束与调节速率约束。挖掘需求响应对系统的多重影响,并探索将其纳入规划模型中进行统筹考虑。在此基础上,构建源网荷协调规划模型,从系统角度进行电源机组、电网线路与需求侧资源的统筹规划。算例分析验证了所提出模型的有效性。

Abstract:In the recent years, the problem of wind power curtailment has becoming increasingly serious in China. Hence it is urgent to improve the existing power system planning approaches. Considering the current situation that power system flexibility is not capable of meeting the requirements of wind power integration, in this paper the peak load regulation capacity constraint and regulation speed constraint are designed in power system planning model. Besides, this paper analyzes the multiple impacts of demand response on power systems and seeks the solution to incorporate them into the planning model. Then, a source-grid-load coordinated planning model is proposed, in which generation units, transmission lines and demand side resources are planned jointly. Through the case studies the effectiveness of the model is verified.
