乡村振兴战略下的水库移民安置规划探讨

十九大提出的乡村振兴战略对于做好水库移民安置工作具有重大的指导意义。就如何结合乡村振兴战略做好水库移民安置规划进行了探讨。对近年在三峡库区、丹江口库区开展的美丽乡村规划以及亭子口水库、藻渡水库等移民安置规划的实践进行了思考和总结，提出了以总体规划为总纲、产业规划为主线、乡村规划为基础的移民安置规划体系，力求将移民安置和区域发展、乡村振兴统一到一张蓝图上。这种规划方法在近期开展的移民安置规划中进行了运用，取得了较好的效果。

Reservoir resettlement planning under rural vitalization strategy

Rural vitalization strategy, proposed at the 19th National Congress, is the instrumentality to address issues relating to agriculture, rural areas and rural people in the New Era, and it is also of vital importance when it relates to reservoir resettlement issues. We discussed how to use rural vitalization strategy to better formulate a plan for reservoir resettlement. By referencing the Construction of Beautiful Village planning carried out in the Three Gorges reservoir area and Danjiangkou reservoir area, and the resettlement plan carried out in Tingzikou and Zaodu reservoir area, we proposed resettlement planning system by taking the general planning as our general principle, industry planning as the main clue, and rural planning as the foundation. We strive to integrate resettlement and regional development into the same blueprint for rural vitalization. The proposed plan was applied to practice recently, and achieved a good result.
