超低排放燃煤电厂有色烟羽成因及治理技术的经济与环境效益研究

摘    要:系统介绍了有色烟羽的定义及不同有色烟羽的成因,有色烟羽的治理应依据其成因及环境、政策需求进行针对性治理。在满足超低排放要求的燃煤电厂,普遍存在的是白色烟羽,有少数燃用中、高硫煤的电厂会出现蓝色烟羽。重点分析了蓝色烟羽和白色烟羽治理技术及其投资、运行费用以及其经济性和环境效益。对于白色烟羽的治理,其污染物减排效益有限,甚至有可能增加污染物排放,不宜全面推广。对于蓝色烟羽的治理,需加强对烟气中SO3检测与治理技术的研究与示范,并出台SO3的排放标准,指导存在蓝色烟羽现象的电厂进行规范治理。

Abstract:The definition and causes of various colored smoke plume are introduced systematically in this paper. Colored smoke plume should be treated according to not only its exact causes but also the environmental and policy requirements. White smoke plume is commonly seen in ultra-low emission coal-fired power plants, while blue smoke plume appears in a small number of power plants burning medium and high sulfur coal. The article explores the treatment technologies, investment, operating costs as well as their economic and environmental benefits with the focus on blue smoke plume and white smoke plume. It turns out that the pollutant emission reduction and water-saving benefit from the treatment of white smoke plume are very limited, or it may even get worse by increasing the emission of pollutants. Therefore, it is not recommended to be widely promoted. For the treatment of blue smoke plume, it is necessary to strengthen the research and demonstration project of SO3 detection and treatment technologies for flue gas, and publish the emission standards of SO3 to make the treatment of the blue smoke plume in power plant follow the standard guidelines.
