| 摘 要： | 针对长期以来我国城市供水价格过低，供水企业难于保值增值，技术改造相对停滞等问题，基于对制水成本阶段变化曲线的分析，依据帕累托（pareto）改进原理，提出了城市供水水价的超额累加制的定价方法。并且在一些城市的实践证明这种方法行之效。

| Abstract: | In view of the lower price of city water supply for years, water supply enterprises can't maintain and add values and technical transformations are relatively stagnated. Based on the analysis of stage change curves for water product costs, according to Pareto improvement theory, this paper puts forward accumulated price for water that exceeds the rationed amount to price of city water supply. |
