我国社会福利的发展及其对当前人们福利观念的负面影响

本文简单介绍我国古代社会福利思想观念、措施的渊源，以及计划经济时期的全面保障制度，虽然中国很早就产生了类似社会福利的思想，但直到20世纪后期才发展成为现代社会保障制度；一些旧的社会福利观念会阻碍现代社会保障制度的改革；只有重视这些问题才能进一步推进现代社会保障制度的完善。

The Origin of Chinese Social Welfare Ideas and Its Negative Influence on the Presesent Ideas of Social welfare

This paper introduce the origin of the ancient idea of social welfare and its measures and the overall guarantee system in the planned economy period. On the basis of that,it analyzes their negative influence on the present idea of social welfare: paying little attention to risks and depending on the government as well as the family. The idea, similar to the social welfare concept, was produced in early time; the government carried out the measures of helping and relieving the people in stricken areas in the history, which developed into the modern social guarantee system in the late of the 20th century. However, not all the ancient idea of social welfare improves the modern social guarantee system, on the contrary, it hinders the development of the modern social guarantee system in some degree. More attention should be paid to the ancient idea of social welfare and thus it can improve the modern social guarantee system.
