| Abstract: | The purpose of the paper is to analyse the developing route of Wenzhou leather shoe industry cluster and the driving mechanism at different stages.This paper provides that the keys to driving cluster substainable development are both cluster level promotion and network affiliation flexibility.Meantime,active and suitable external force interference(government policies) is important power for cluster to span the stage. |
