忻城县推进农村小型水利体制改革的建议

对忻城县水利工程管理现状、小型水利体制改革的情况、改革存在的问题进行了分析,针对改革中存在的问题,分析了忻城县影响农村小型水利体制改革的政策、认识、贫困、投入、运作等5个方面因素,提出了通过加强领导、加强宣传、提高认识、资金扶持、规范管理等6项推进改革的措施.

Promote rural small-scale water conservancy system reform in Xincheng county

A brief introduction was made on the current state of water conservancy project administration and small-scale water conservancy system reform,and on the problems existing in reform of Xincheng county.In view of the problems existing in reform,the author analyzed the five factors affecting the rural small-scale water conservancy system reform of Xincheng county in respects of policy,understanding,poverty,input,operation.Six measures are put forward to promote reform including strengthening leadership,strengthening popularization,upgrade understanding,fund support,standard administration etc.
