| 摘 要： | 基于住房保障制度重点应该是保障"有房住",而不是"有住房"的理论认识,提出我国应该建立租赁型住房保障制度,分析了租赁型住房保障制度的特点,并分别从住房投资、住房建设、住房运作等方面阐述了租赁型住房保障制度的建设,提出了保障租赁型住房保障制度正常运行的政策措施建议。
