市政工程项目建设投资控制的现状和措施

通过对当前市政工程建设投资控制中弊病分析,提出应当把现代化投资管理与符合中国国情的市场经济体制目标结合起来,借鉴国外先进经验,建立起工程量清单计价模式。在实际操作中,采用工程量清单报价法,作为我国加入WTO后工程造价改革的切入点。

The Status in Control of the Investment to Construction of Municipal Works and Countermeasures

Based on the analysis of current problems in control of the investment to construction of municipal works, it is proposed that modern investment management be incorporated with the market economy in current China, and the advanced experience from abroad be learned to establish a pricing mode of the bill of work quantities. In practice, that method of pricing is a point cutting into the engineering pricing reform after China joined WTO.
