论政府质量监督管理组织体系建设

在分析中国现行政府质量管理体系多头管理、条块分割的基础上 ,提出监督与管理分开 ,监督任务委托按区域划分与项目招标相结合的社会化、专业化、市场化构想 ,阐述了组织机构建设应统一管理、监督与管理职能分开、委托执法、资质管理、考评管理、企业化、社会化与专业化、形式多样化的 8项原则 ,规划了监督管理业务科学委托过程与全面、全过程、全方位的有效监督管理运行体系。

Discussion on government supervision organization system building of construction quality

Based on analyzing defects of bull management an d apartment from strips and places in present government supervision and managem ent system in China,supervision function apart from management,as well as social ization,specialization and market competition thinking of supervisory project tr ust for combination between area apartment and project biding are proposed.Final ly ,eight principles of supervisory organization building,such as coordination mana gement,sorting out management function from supervision,enforcing the law by pri ncipal,intelligence registration,examination system,running supervision organiza tion on a commercial basis,socialization and specialization,diversifying organiz ation forms are expounded;and moving system for effective supervision management of comprehensive and all process as well as scientific principal procedure are planned.
